Global Communities is seeking a Community Development and Resilience Team Leader (CDRTL) for the anticipated USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to climate change through livelihood development.
The CDRTL will work closely with the Deputy Chief of Party (DCOP) to support all aspects of the community development and resilience components, management of all aspects of the project related to community development and resilience. Responsibilities
The CDRTL is responsible for supporting local organizations to help develop more resilient Communities by aiding the most vulnerable households so that they can access services, receive cash-based and voucher assistance, and other commodities, and adapt to climate change shocks and stressors through coping strategies. This may include undertaking minor repairs or upgrades at the household or community level if needed to support measures that enhance resilience.
Specific Responsibilities include the following:
- Collaborate with stakeholders and existing infrastructure to establish cash-based and voucher assistance programs.
- Support with capacity building and training activities and incentives, or the provision of equipment and supplies, to strengthen stakeholders and their ability to serve as a resource for livelihoods promotion and income generation.
- Establish rapid response humanitarian assistance plan in Gaza, and the West Bank as deemed appropriate in case of natural or humane disaster.
Qualifications
- Bachelor’s degree in development, or related field.
- At least 7 years working experience in the field of resilience, community development, and humanitarian assistance.
- Experience working in the resilience and humanitarian sectors and an understanding of the local context.
- Strong communication skills, both verbal and written.
- Fluency in Arabic and, at least, working level in English.
Desired Qualifications:
- Experience in using assessment and measurement tools and developing materials for resilience and humanitarian assistance programs.
- Experience in developing monitoring and evaluation systems for resilience and humanitarian assistance programs is highly desired.
- Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
- At least four years of work experience in the MENA region.
