Needs to fill the position of a:

CONSORTIUM COORDINATOR, Gaza Base (1 Position)

  • Type:                      Full Time Contract
  • Duration of the contract:  12 months including 3 months' probation period, with a possibility of  extension based on performance and fund availability.
  • Job Location:    This position will be based mostly in Gaza, with frequent travels to Jerusalem, and eventually to the West Bank.

Summary :

The objective of this position is to: The Consortium Coordinator will be responsible for leading overall Project Cycle Management, delivery, and quality of BMZ project execution in oPt, ensuring appropriateness of actions in respect and alignment with MdM policies and action plans.

The post holder will be responsible for leading project implementation, MEAL, alert upon action plan and budget modifications and general reporting, as well as ensuring inputs for regular and smooth communication with the donor. He/she will be part of the project Steering Committee.

Geographical scope of the intervention:

Occupied Palestinian territory. This position will be based mostly in Gaza, with frequent travels to Jerusalem, and eventually to the West Bank.

ORGANIZATION CHART :

The Field Manager reports directly to the Country Coordinator.

MAIN RESPONSIBILITIES

Planning, management, and monitoring of actions in the project’s framework
  • Be the focal point for the grant “Improve Palestine conflict-affected population access to quality Mental Health (MH) services, while strengthening the resilience of the health system and vulnerable communities in oPt” funded by BMZ.
  • Coordinate with the project teams, to guarantee the proper implementation of the project.
  • Work closely with MdM Spain (MdM-ES), France (MdM-FR) and Switzerland (MdM-CH), to ensure harmonized, coherent, and high-quality grant management across both areas of intervention. Ensure donor compliance through dissemination, guidance, and monitoring of donor requirements.
  • Ensure proper follow-up of the grant and achievement of objectives, results, and indicators in a qualitative and timely manner, in line with the proposal.
  • Coordinate closely with the financial department to ensure a proper financial follow-up of the grant, in line with donor requirements.
  • Ensure that the intervention is always in line with MdM mandate, values, standards and internal rules and regulations, and coherent across different areas of intervention.
  • Contribute to adapt harmonized monitoring, evaluation, accountability, and learning (MEAL) tools and approaches for different areas of intervention under the same grant.
  • Ensure integration of cross-cutting approaches in the intervention.
  • Alert in a timely manner in case of project deviation, delay and/or associated risks, propose corrective measures and support needed to keep the project on track.
  • Coordinate, compile and revise the production and submission of high-quality reporting, amendments, contracts, reports, and audits, related to the grant, in a timely manner and through appropriate channels.
  • Coordinate the production of financial reports with the financial referent in HQ.
  • Organize and coordinate kick-off and follow-up meetings as well as lessons learnt workshops during the project implementation.
Network coordination, communication, and representation
  • To chair the project Steering Committee.
  • Ensure regular communication with the implementation and support teams relevant to this grant in different MdM chapters/sections.
  • Organize and facilitate meetings related to the management of the grant with the relevant MdM chapters when necessary.
  • Ensure good communication and information sharing between the different teams in the network, MdM chapters involved, and the donor.
  • Ensure network relations are in line with the global MdM framework.
  • Contribute to communication and advocacy initiatives related to the grant, when relevant.
  • Ensure inputs for regular and smooth communication with the donor, both at field and HQ levels.
  • In coordination with MDM Germany, lead in the organization and joint donor meetings, field visits or desk reviews.
  • Contribute to constant learning and improvement of MdM.
Strategic alignment
  • Ensure that project actions are consistent with MdM policies, mission, ethical principles, and values.
  • Guarantee the proper implementation and management of the project related to the technical approaches of the organization.
  • Integrate and assure MdM initiatives, Humanitarian Action strategies and the advocacy in the framework of the Consortium are consistent.
  • Support the identification and construction of future alliances and partnerships.
Representation, communication, and positioning
  • Participating in the current Palestine’s platforms and networks and in those which boost the social mission of MdM
  • Collaborate in the advocacy actions with the General Coordinators, the Mental Health Coordinators and HQs.
  • Contribute to good internal communication, reporting and mission follow-up.
Finances / administration / logistic
  • Guarantee that project budget follow-up is available and updated in a monthly basis.
  • Prevent and deliver early alert upon underspend and overspent of projects budget.
  • Supervising the financial management of MdM Consortium intervention ensuring the implementation of procedures and protocols and sound management.

Requirements

REQUIRED QUALIFICATIONS:
  • University Degree. Preferable degree in International Relation or Management.

    Valuable:
  • Master’s in international Cooperation and/or Humanitarian Aid, and Gender Approach.
Desirable:
  • Training based on Human Rights, Advocacy and Humanitarian Assistance would be an advantage.
Language requirements:
  • English compulsory. Arabic would be an asset.
Computer literacy:
  • User level in handling MS-Office applications, Internet, and email.
Work experience/ Professional background
  • A minimum of 3 years’ experience as project coordination or similar in the field is essential, preferably with medical organizations and in humanitarian crisis contexts.
  • Experience in the Middle East is desirable as well as previous experience in mental health related projects
Competence profile:
  1. Communication, negotiation, empathy, diplomacy, and protocol skills needed.
  2. Organizational and human resources management capacity required.
  3. Ensuring the implementation of security protocols in the field and assessing the political situation.
  4. Work with accuracy, autonomy, dynamism, and flexibility.
  5. Experience in humanitarian contexts is desirable.

Compensation package :

Medicos del Mundo’s Salary charts will apply.

In the case of national staff:

Category (Palestine grid): “Managers”.

The compensation package total is from 84,000.00 a 96,163.20 ILS gross/ year divided on 12 payments and based on experience. In addition, MdM Spain covers a transportation allowance for the staff.

In the case of international staff:

Category (Spain grid): Group 3. “Project Coordinator”.
