Deputy Chief of Party West Bank/Gaza Improve Livelihoods and Enhance Economic Development (ILEED)

Location: Gaza Strip

Reports to: COP 

Please Note: This position is contingent upon award and USAID approval with an anticipated start date of late 2023.

Overview

Global Communities is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to climate change through livelihood development.  

The DCOP will support the Chief of Party (COP) with overseeing the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources. Responsibilities

The DCOP is responsible for supporting overall program implementation, strategic vision, and outcome achievement.  The DCOP oversees the operations and finance, supports the COP’s integrated vision for the program and will manage a team of senior staff to ensure quality, timeliness, and efficiency of all products and activities generated under the project.  S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the DCOP will be responsible for supporting with communications with USAID, for publicly representing the project, and for liaising with government and other institutions/stakeholders on issues related to resilient livelihoods in Gaza.


Specific Responsibilities include the following:

  1. Work closely with COP to provide technical direction, management and supervision and coaching of project staff, local partners, and consultants at national and regional levels.  
  2. Ensure high quality technical deliverables – including workplans and technical reports – are developed, reviewed, submitted, and approved on schedule and within budget parameters.   
  3. Lead establishment and implementation of capacity strengthening strategies for local organizations and other stakeholders to implement, influence and advocate for resilience to climate change and livelihood development.  
  4. Provide oversight to the Senior MEL Specialist for documentation and sharing of knowledge and emerging lessons from application of high impact project services.  
  5. Lead planning, development and dissemination of visibility products such as technical publications, briefs, blogs, conference abstracts.
  6. Ensures robust and regular representation and reporting of the project in national and regional level coordination groups, multi-sectoral forums and initiatives, including technical forums of relevant communities of practice.   
  7. Ensures continuous engagement and information sharing among community leaders, local partners, and other key stakeholders as well as building capacities in use of evidence base to inform decision making.  
  8. Conduct regular site visits to observe project progress, supervise data quality assessments and obtain feedback from participants and stakeholders.  
  9. Use principles of adaptive management and data-driven continuous improvement processes and develop appropriate responses to solve challenges under tight deadlines while ensuring operational integrity and project impact.  

Qualifications

  1. Master’s degree in international development, sustainability, law, or any other, or another field relevant to the Activity.
  2. At least seven years of experience in senior management positions, preferably managing and leading large, complex resilience/humanitarian assistance activities in developing countries.
  3. Experience in managing field operations, maintaining relationships, and managing subawards and partnerships with a broad range of stakeholders, including donors, implementing partners, and private sector entities.
  4. Fluency in Arabic and English.

Desired Qualifications:

  • Experience in managing similar programs in the Middle East and North Africa (MENA) region.
