Job Summary:
CRS is seeking a Community Development and Resilience Team Leader (Program Manager I) for the anticipated USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to climate change through livelihood development.
As the Community Development and Resilience Team Leader you will manage the community development and resilience programming under the ILEED project and design and implement activities advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that ILEED delivers high-quality programming and continuously works towards improving the impact of the project on livelihoods and resilience in Gaza.
Roles and Key Responsibilities:
- Manage and implement all activities throughout relevant project cycles for ILEED - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
- Effectively manage talent and supervise under the community development and resilience component of ILEED. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
- Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
- Act as a key resource person in project design and proposal development in community development and resilience, gap-filling and taking on growth responsibilities, as needed.
- Contribute to reporting and proposals specific to the promotion of community development and resilience.
- Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
- Help identify, assess and strengthen partnerships relevant to community development and resilience applying appropriate application of partnership concepts, tools and approaches.
- Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources
Basic Qualifications
- Master's Degree in International Development, International Relations or in the field of community development required. Additional experience may substitute for some education.
- Minimum of 2 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of community development and resilience.
- Experience in managing moderately complex projects preferably with an international NGO.
Required Languages – Fluency in Arabic and strong professional English.
Travel - Travel throughout Gaza.

- Strong relationship management skills and the ability to work effectively with culturally diverse groups.
- Strong written and verbal communication skills with ability to write reports.

Preferred Qualifications
- 7 years of experience working in the field of resilience, community development, and humanitarian assistance.
- Experience working on USAID funded projects.
- Experience engaging with partner organizations.
- Experience contributing to the development of technical proposals.
- MEAL skills and experience preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
