Capital Logistician

For 6 months with a possibility of extension

GENERAL OBJECTIVES:
  1. To implement the logistics policy of the mission to ensure good logistical performance and provide the best possible support to the programs.
  2. The Capital Logistician is responsible for all related to capital procurements strictly following donors’ and Kitlog guidelines. In addition, the Capital Logistician will closely supervise/update the Mission equipment list, supervise, and monitor the fleet management, movements, and office & Guest House maintenance in order to ensure an efficient response to all requesters within the capital office and Jerusalem area.
  3. The Capital Logistician will monitor and report any incident related to security within the coordination office.
  4. The Capital Logistician will also consolidate monthly reports received from the bases and support the bases as needed.

KEY ACTIVITIES

  • Objective 1: Compile/analyse monthly report and support Coordination team and the logistics teams in other bases (15%).
  1. Monitoring and analyzing logistical indicators in his/her zone.
  2. Support Program Managers in Capital and Coordinators in the assessment of their needs.
  3. Providing temporary support to other bases’ logistics teams on procedures or ad hoc projects
  4. Submit the monthly logistics report and other reports if required.
  5. Optimize the logistics response for his/her zone by analyzing monthly indicators and data, making recommendations, and providing information updates.
  6. Participate in regular meeting and field visits with Programs Managers / Coordinators.
  • Objective 2: Implement and ensure the performance of the supply chain (45%)
  1. Ensure conformity with Action Against Hunger procedures at each stage of the supply chain.
  2. Performance in respect of costs, quality, and timeliness in the supply chain (purchasing, transport, stock) throughout his/her zone.
  3. Advice, information, and alerts on the processing of requests to the requesters.
  4. Comprehensive knowledge of the market in his/her zone and other strategic areas if required.
  5. Timely and high-quality reporting on his/her area of activity.
  6. Ensure accountability, transparency and due diligence as per Action Against Hunger Principles and Code of Conduct/Code of ethics.
  7. Negotiation with suppliers.
  8. Train Action Against Hunger staffs and suppliers on Procurement Procedures.
  9. Contribute Action Against Hunger to the Project Procurement Plan and Supply Plan at the launch of new projects and Capital budget.
  10. Establish the Treasury Forecast.
  11. Receive and approve the Procurement Requests and updating the Procurement Follow-Up.
  12. Arrange procurement process from quotation to payment in a timely manner and in accordance with the Action Against Hunger procedures applying to each purchase (goods, tasks, services, premises).
  13. Leading Framework Agreement process on strategic Markets in his/her zone and other strategic areas if required.
  14. Controlling deliveries to bases and programs.
  15. Control stock management (storage conditions, reporting, expiry dates) and stock movements
  16. Collecting data on the market (market surveys) and local suppliers in his/her zones and other strategic areas if required.
  17. Defining baselines prices in his/her zones and other strategic areas if required.
  18. Perform or assist in ministries authorization and customs clearance when need it.
  • Objective 3: Implement and ensure the performance of facilities management, equipment, and communication (15%)
  1. Supervise the allocation and the use of the equipment in accordance with the Logistics Coordinator.
  2. Ensure installation and monitor the maintenance and repairing of the equipment in accordance with the Logistics Coordinator.
  3. Security of logistical equipment, training, and assistance to users.
  4. Compile the base equipment lists in accordance with the Logistics Coordinator.
  5. Safety of the working and living environment.
  6. Supervision of the building, rehabilitation and maintenance required for the functioning of the base and the living environment.
  7. Provision of water and energy supplies to all buildings required for the functioning of the base and the living environment.
  8. Timely and high-quality reporting on his/her area of activity.
  9. Supervise and monitor the communication means.
  10. Manage Capital office network and connectivity.
  11. Supervise the installation, maintenance, and repair of logistical equipment.
  12. Register every new equipment/furniture in equipment list or Capital inventory list.
  13. Update the equipment list and inventory list of the capital on regular basis.
  14. Assess the needs for logistical equipment and ensuring proportional allocation.
  15. Supervise an inventory and reporting on the state of repairs of property on arrival and departure.
  16. Supervise office and guesthouses services when needed.
  17. Ensure that the office premises, guesthouses, and warehouses are in optimal conditions (cleaning and maintenance) and that running costs are properly paid.
  18. Follow-up on communication contracts, bills, and equipment.
  19. Solve problems related to computer, printing or IT network issues for all Capital users and visitors.
  20. Report and follow-up on ICT incident escalated to Headquarters IT department via HELP Tool.
  • Objective 4: Responsible for the fleet management (20%)
  1. Supervise and monitor the fleet management.
  2. Organize the vehicle/movement planning.
  3. Ensure proper maintenance of the fleet.
  4. Deal with taxi companies for all the needed movements and payment.
  5. Train and refresh drivers & users on Action Against Hunger security rules and fleet management (seatbelt use, speed limits, daily reporting, LogBook, etc.)
  6. Report and monitor the maintenance and fuel consumption of capital vehicles in accordance with Kit Log (logbook, fuel usage etc.) and with Terramar platform.
  7. Perform proper follow-up of administrative tasks for the capital fleet (rental contracts, insurance, and permits).
  • Objective 5: Contribute to Security Management (5%)
  1. Collaborates with the Logistics Coordinator in the capital office security plan update according to the established methodologies, coordinating and monitoring that all the security plan tools are up to date and implemented.
  2. Put in place security guidelines for the base and ensuring they are properly applied.
  3. Put in place security briefing and training of Action Against Hunger teams if delegated by the Logistics Coordinator.
  4. Collect and analyzing security information through an effective network (staff, UN, embassies, NGO, local authorities…).
  5. Prepare the Capital security plan update (including annexes) and transmitting to Logistics Coordinator for validation.
  6. Monitor the application of security procedures at capital level, issuing reminders and alerting the Logistics Coordinator as and when necessary.
  7. Supervise the vehicle movements at capital level and between bases.
  8. Participate, together with the rest of the team members, in the preparation and implementation of the acceptance and protection strategy of the coordination office.
  9. Participate in the Incident Management Team.
  10. Report in Security ADS any Capital related incident.
  11. Brief on Security plans the national and international staff in case the Logistics Coordinator is unavailable.
  12. Inform per emails the Jerusalem team about road conditions and increase of restrictions (i.e., during winter and rainy season).
  13. Check and follow up on the first aid kits, smoke detectors and extinguishers in the office, guesthouses and in Action Against Hunger vehicles (inventory, expiry date follow-up, replacement etc.).

Qualifications

  1. Bachelor’s degree with professional experience in humanitarian logistics, procurement, or IT work.
  2. Procurement management, fleet management, Supply Chain management, Inventory control. Intermediate IT knowledge is an asset.
  3. One year minimum experience working on projects at humanitarian aid organizations and/or international donors or private sector.
  4. Motivation and commitment to humanitarian work.
  5. Proven experience in Office 365, corporative email application, network management and connectivity. Power BI knowledge is an asset.
  6. Mobility between bases if required (West Bank, Gaza).
  7. No international travels required.
  8. Valid driving license.PM will be based in Gaza with travel to Jerusalem and occasionally Hebron.

Our remuneration package:

ILS 115,195 gross/ year divided in 12 payments and based on experience. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
