Disaster Risk Management Officer (DRMO)

OBJECTIVE OF THE POSITION:

Under the supervision of Project Manager, the DRMO is responsible to support the project teams (HI and partners) in the field of Disaster Risk Management along all phases of the project cycle management, but with focus on projects’ implementation and monitoring.

S/he will be responsible on disaster risks management activities lead by HI under ER3 that aim to enhance the capacities of Young Parent (YP) and improve the preparedness to mitigate risks faced by children in future conflict escalations. S/he will be responsible on reviewing the secondary data, assess the needs of children with specific needs and their YPs during crisis, and share and discuss findings with emergency preparedness and response stakeholders at local and cluster level to improve their emergency plans to be more sensitive for them. S/he will strengthen the capacity building of young parents, support them to communicate with emergency actors to advocate for the rights of their children. Support the DRM committee members to update their emergency preparedness and response plans to be sensitive for children with specific needs. Coach families to develop their own personalized contingency and evacuation plans, and support the training of emergency volunteers to organize stress release activities for children during emergency, and accessibility refreshment training for accessibility focal points with disabilities.

Responsibilities:

Responsibility 1: Support the development of tools for the project implementation and contribute to the capacity building of the partners teams.

Regularly update HI’s and its partners emergency preparedness and response plans
Plan, support, coordinate, and review the capacity building activities targeting emergency volunteers, including delivery training packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc.).;
Ensure tools are tested and validated by HI technical referent before implementation and that the team and partners are capacitated to apply them;
Train and provide coaching to project’s partners and relevant actors and stakeholders on the methodologies and tools.
Support in building partners teams technical competencies whenever needed.
Provide regular reporting to the Project Manager in the field of expertise;
Contribute in designing, development, production and distribution of effective social communication/Inclusive Education Communication Materials (IECM) related to the DRR/DRM and the project
Develop the IECM of the Key messages on child sensitive evacuation modalities
Facilitate and provide relevant technical experience to project and partner teams in terms of inclusive disaster risk management, not limited to coaching, mentoring, guidance and consultation services on tools and on field.
Training of emergency volunteers on developing the personalized contingency and evacuation plans

Responsibility 2: Support the implementation of project activities.

Lead the HI’s and its partners DRM steering committee
Lead the activation of HI’s and its partners response plans at the time of emergency response
Provide thematic feedback in the areas of CB-ARA and inclusive DRR and DRM actions
Contribute to carry out studies, baseline, and terms of reference, project reviews as per the frame of Project requirements
Follow up and support partners’ contingency stocks and follow up the remplissement process and its inventory reports
Support and follow-up the partner team in the implementation of their activities.
Conduct field visits (verification and follow-up) to project candidates to identify potential project beneficiaries,
Support BNFs to assess, identify and develop their households’ contingency plans.
Support the provision of technical trainings to enhance their contingency preparedness
Provide ad-hoc support to the team during tools use including field coaching,
Support, review and validate the development of the list of items/tools/materials needed for emergency preparedness and response actions
Maintain effective coordination, collaboration within different HI Projects, stakeholders, clusters, government counter parts and the implementing partners;
Conduct regular field visits to project areas to provide feedback and support to the teams and partners;
Conduct community awareness campaigns including social media campaigns to raise awareness on child sensitive evacuation modalities among local population

Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting

Collaborate with the PM and MEAL to develop tools to collect data to track and measure progress of indicators and to analyze the collected data,
Collect data in relation with core tasks and contribute to the measurement of the progress made,
Study the risk faced by YP and their children with specific needs during the 2021 escalation and the good practices and shortfalls of the emergency response
Support the Project Manager and technical team in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention,
Contribute to the identification of good practices under the project,
Coordinate and monitor partners performance.
Identify gaps, risks and deviations in activities, tools and information and propose solutions and improvements relating to project progress.
Develop case studies, fact sheets and success stories to illustrate changes induced by the project and for communication use,
Contribute to planning and produce activity reports,
Contribute to the preparation and implementation of project quarterly review,
Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination documents.
Facilitate the field implementation of project’s evaluations and of researches.

Minimum Bachelor’s degree in Environment Science/Disaster Management/Climate Change Adaptation or related field with 3 years of relevant working experience in DRR/DRM thematic areas
Minimum 3 years’ working in the field of expertise
Ability to work in a team
Good training need Assessment (TNA), process and hands on skills related training design, delivery, and follow-up skills
Strong experience in acute and chronic emergency context
Knowledge of development planning process of local level Government;
Experience in working with persons with disabilities
Experience in disability inclusion and accessibility (tools, models, trainings, coaching, etc.).
Good interpersonal, communication (verbal & written) and networking skills
Excellent coordination and negotiation skills

Initial contract will be for a period up to 12 months, renewable.
