Duties and Responsibilities

  1. In consultation with his/her supervisor, provides guidance and analysis on employee relations issues; drafts responses to routine cases or issues and participates in the analysis of more complex issues; participates in providing information and advice on labor relations issues.
  2. Collects information and data to assess policy implications of negotiations and disputes, including management and union proposals; works with concerned parties (outside and inside the agency), as necessary; carries out research and gathers and compiles information on regional labor relations practices, collective bargaining and human resources in the agency and its areas of operation; assists in drafting policies and communications related to labor
  3. relations, as needed; conducts research on existing policies, drafts standard operating procedures and other documents of a similar nature.
  4. Assists his/her supervisor in the preparation of summary reports of negotiated agreements, briefing notes and analytical reports; in coordination with the Compensation and Benefits section, prepares and interprets data and statistics that have an impact on staff-management relations decisions; drafts responses, as necessary.
  5.   6. Prepares documents and records required for meetings, and negotiations with staff members, staff unions and other parties.
  7. Organises and maintains historical records, communications and statistics on staff relations; manages the online database/repository of all documents related to the programme.
  8. Maintains up to date knowledge and understanding of laws and regulations related to collective bargaining, staff unions, labor relations, and human resources in the agency and its areas of operation.

Qualifications:

  • A university degree from an accredited educational institution in industrial relations, employee relations, human resources management or a related discipline.

EXPERIENCE

  1. At least five years of progressively responsible relevant experience in human resources
  2. management with an employee relations component. Experience in creation of innovative
  3. solutions is required.
  4. A university degree from an accredited educational institution in industrial relations, employee relations, human resources management or a related discipline is required.
  5. Understanding of UN regulations, rules and other issuances concerning labor relations and Exposure to negotiation techniques, dispute resolution and compensation administration is
  6. desirable is desirable
  7. Very good drafting skills is desirable.
  8. Learning and growth attitude is desirable.
  9. Thorough IT skills is desirable.

Type of Contract:

  • Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.

Service Conditions:

  • Grade and Salary, Grade 15 : Monthly basic salary $ 1,592.60. Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
