ROLE PURPOSE
In the occupied Palestinian territories, Save the Children is implementing a range of programmes to support children and their families across the West Bank and Gaza, with a budget of $12-15m, approximately 70 staff members and 15 implementing partners.
The purpose of this role is to lead the delivery, direction and coordination of programme operations under the West Bank Field Office. As such, the Field Office Manager is accountable for the effective management of both programme implementation and support functions (such as Finance, Supply Chain and Human Resources). The role contributes to strategy and programme development, representation and engagement within the humanitarian architecture, and ensuring positive relationships with implementing partners, relevant authorities and duty bearers.
SCOPE OF ROLE:
Reports to: Director of Programme Operations.
Staff reporting to this post: Six (6) direct reports, comprised of Programme Management, Supply Chain, Finance and MEAL staff in the West Bank Field Office.
Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITY:
Programme Management
- All programmes in the West Bank are delivered according to grant agreement requirements and Save the Children standards.
- Programme activities are appropriately planned and resourced and that the progress of their implementation is systematically monitored against clear targets.
- As the overall Budget Holder for the West Bank, ensure that budgets are correctly and suitably phased, expenditure is accurately captured and analysed, in order to ensure the diligent stewardship of all funds.
- Directly contribute to the production of high-quality and timely reports for our donors; as well as relevant internal reports which serve to inform managerial and strategic decision making.
- Manage the West Banks overall portfolio of implementing partners and strategic partners, ensuring that appropriate agreements are in place for all activities, alongside the adequate assessment and monitoring of partners and their activities, as required.
- Establish a high state of readiness to respond to changes in the context, by monitoring hazards in the West Bank and contributing actively to Contingency Plans and Emergency Preparedness Plans.
- Ensure effective coordination and communication flow between departments (thematic and support) to ensure efficient programme delivery and a constructive and supportive working environment.
- Ensure that Supply Chain, HR and Finance procedures are implemented in line with Save the Children policies and that supply chain, recruitment and personnel, financial processing are managed effectively.
Programme Design & Development
- Contribute to project design ensuring that new proposals are responsive to the target communities and children’s needs in the field.
- Maintain awareness of the humanitarian situation for children in the West Bank, ensuring that programme strategy, development and implementation is orientated to need and that gaps are addressed.
- Contribute to programme design ensuring that design and implementation is aligned with the CO strategy, and regional and global priorities.
- In close coordination with Project/ Programme Managers, Technical Advisors and Programme Development & Quality (PDQ) to improve the quality of programming that shows impact on the situation of children. Ensure the successful roll out of quality improvement programmes and benchmarks and accountability framework.
- Help respond to opportunities to expand programmes/impact. Help draft/develop concept papers and proposals with staff, Programme Managers, and other Technical Advisors as requested.
- Help staff build on synergies and integration among all projects.
- Support the development/evolution of existing programmes, with the aim of ensuring that staff has the capacity to support others (local partners and government counterparts) in the implementation of quality programmes that show impact.
- Support staff in the preparation and implementation of advocacy and communications plans as related to their programmes.
Human Resources Management
- Manage the performance of direct reports through effective use of Save the Children’s Develop to perform processes; including the establishment of clear, measurable goals and objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
- Nurture a collaborative working environment within the West Bank Field Office, which maintains a focus on staff wellbeing, motivation and morale.
- Ensure appropriate staffing within the West Bank Field Office according to the wider CO staffing structure, workforce planning and cost coverage availability.
- Ensure the recruitment, training, and promotion of staff as appropriate and the availability of appropriate professional development opportunities for staff.
- Actively develop staff within the West Bank Field Office, including carrying out succession planning for national staff into positions which are currently international.
- Ensure accurate and timely Effort Reporting through the submission of approved timesheets.
Field Office Management & External Relations:
- Maintain clear overview of all dimensions of the local context and ensure effective safety management on field sites.
- Ensure risks are identified, monitored and mitigated, including adherence across all programmes and FO functions to the Aid Diversion Mitigation Framework and Interaction Policy.
- Represent Save the Children in relevant cluster/inter-agency coordination meetings and at Governorate level meetings with government officials.
- Support and represent Save the Children in coordination, programme learning, and capacity building vis-a-vis national policy/advocacy and strategy planning initiatives as requested by supervisor.
- Ensure all staff in the Field of operations adheres to the safety and security guidelines.
- Facilitate and coordinate Save the Children visitors to the West Bank Field Office and programmes sites.
- Ensure that the West Bank Field Office operates as an effective and professional workplace, with adequate premises, materials and resources available to the team.
Required Qualifications
- Education to MSc/MA/MEng level in a relevant subject or equivalent field experience.
EXPERIENCE AND SKILLS
- Essential
- Minimum 8+ years management experience working in emergency response contexts and/or development.
- Previous experience of managing a team, and the ability to lead, motivate and develop staff capacity.
- Significant experience of project management, including multi-sector programmes, from a child rights approach in accordance with international humanitarian rights standards.
- Solid experience in award management including significant budget management experience with institutional donors.
- Experience and knowledge of effective financial, budget monitoring, reporting and budgetary control.
- Operational management experience, including logistics management (procurement, supply chain, fleet management, asset management and IT) and Safety and Security management.
- Field level representation with key stakeholders and co-ordination with other NGOs/UN.
- Demonstrable experience of M&E and beneficiary accountability.
- Fluency in written and spoken English and Arabic and computer literate.
- Ability to write clear and well-argued assessment and project reports.
- Excellent communication skills, with good interpersonal skills and ability to communicate at all levels.
- Strong influencing skills and experience in advocacy.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

- Has attended Hostile Environment Awareness Training within the last 2-3 years.
