Background

Bayader for Environment & Development (Bayader) is a non-governmental organization established in 2007 aiming to develop the Palestinian community and society in Women and Childhood, Food Security, Economic Empowerment, Community Development and emergency response & early recovery. Bayader is recruiting candidates for the following position:
  • Position Title: MEAL Monitor (Monitoring, Evaluation, Accountability and Learning) - Part Time (30% + other % from other projects)
  • Number of available Positions: 1
  • Place: Bayader Office, Khan Younis
  • Works in coordination with: MEAL Department, Project Manager and field staff
  • Direct Report: Senior MEAL Coordinator
  • Expected Start Date: October 2023
  • Expected Duration: 33 Months

SAWA II project background 

Bayader received funding from Enabel for the implementation of project activities related to the livelihood component in the middle, Khan Younis and Rafah governorates. In collaboration with the European Union Delegation EUDEL and Belgium, the Belgian development agency Enabel is leading the implementation of the intervention "Enhance the Resilience of Micro-Businesses and Create Sustainable Livelihood Opportunities in the Gaza strip" SAWA II. In partnership with Enabel, Bayader is responsible to achieve the following results: Enhancing economic resilience for three right target groups in the Gaza Strip, Vulnerable youth and women established sustainable MSEs, owners of affected MSEs reviving their businesses and owners of existing MSEs scaled up their businesses that are viable, sustainable and innovative in their economies and generate sufficient income to meet their livelihood needs and improve their individual resilience. SAWA II will support the creation of viable and economically feasible livelihood micro businesses through providing capacity building, skills enhancement, seed funding, coaching, and mentoring to vulnerable and marginalized women and youth following the community-based and sustainable livelihood approach. 

Job Summary:


Bayader would like to hire a MEAL monitor to be part of the MEAL staff at Bayader and to work with SAWA II and different projects implemented by Bayader.

The MEAL monitor, under the supervision of the Senior MEAL Coordinator, is responsible for carrying out and developing, monitoring, evaluation, accountability and learning activities in the organization.

Responsibilities and Duties:

  1. Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/project managers;
  2. Support the staff in data collection process using the organization system;
  3. Assist the project manager/ coordinator in monitoring and evaluating the program by reporting to donor on the program deliverables.
  4. Ensure quality data collection for participants’ verification and monitoring activities;
  5. Participate in MEAL meetings and events;
  6. Conduct data cleaning and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send it on a monthly basis;
  7. Advise the data collectors on data management and storage in the field;
  8. Ensure the project beneficiaries/stakeholders are aware with the project feedback and complaint mechanisms;
  9. Monitor overall project implementation and provide feedback to the project staff;
  10. Ensure relevant, timely, and quality support on monitoring and evaluation activities;
  11. Provide documentation and dissemination of key findings stemming from monitoring, evaluation, and other learning activities;
  12. Track and ensure organized, comprehensive electronic filing of documented findings/analyses;
  13. Perform any other tasks required by the Senior MEAL Coordinator.
  • Documentation, Learning and Reporting

  1. Ensure submit timely, complete and accurate reports.
  2. Document best practices, lessons learned and success stories.
  3. Support prepares narrative reports.

Job Requirements

 Academic and Professional Qualifications and Experience:

  1. Bachelor’s degree in business administration, statistics, economics, sociology or another related field with at least good grade;
  2. At least two-year experience of working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in both emergency and development contexts and humanitarian and development programs;
  3. Three year of experience projects coordination and project management with NGOs or INGOs.
  4. MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software;
  5. Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods;
  6. Understanding of donor expectations and trends for M&E;
  7. Knowledge and/or experience of working on accountability initiatives, information sharing and complaints response mechanisms;
  8. Highly developed communication skills including influencing, negotiation and coaching;
  9. Knowledge of qualitative and quantitative research methods;
  10. Professional level in both Arabic and English language skills;
  11. Excellent reporting and formal writing skills in both English and Arabic;
  12. Ability to handle multiple assignments and meet deadlines;
  13. Ability to work under pressure and within a team.
  14. Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation.
  15. Excellent English verbal and written communication skills.
  16. Strong team play and collaboration skills.
  17. Effective negotiation and representation skills.
