MEAL Officer - GCDG


Job Title: MEAL Officer.
Area: Gaza Strip.
Contract duration: 6 Month (renewable, based on performance evaluation and availability of fund)
Starting Date: As soon as possible

OVERALL OBJECTIVE:


The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer is responsible for the implementation of M&E activities within the organization, under the supervision of the GCDG Management. The MEAL Officer will also ensure the implementation of the M&E strategy for all projects. This position will support on data quality, data analysis and reporting on the MEAL activities, including evaluations, and assessment reports/designs, and participants’ feedback. Moreover, S/he will contribute to ensure that learning is captured and utilized throughout current and future projects. he/she will provide technical guidance following any M&E activity by analyzing data, writing reports including findings and recommendations for program quality improvement. S/he will work jointly and in coordination with partners.

He/she is also be responsible for the management of electronic databases and use and design of electronic data collection systems and management of already existing database including, but not limited to, data aggregation, data entry, data cleaning, database management, and information sharing.

He/she will also be responsible for the implementation of activities related to accountability to affected population and mainly in its aspects related to transparency, feedback and response mechanisms and participation. The MEAL officer will contribute to the definition of the accountability plan and activities for all projects in his/her area, such as beneficiary satisfaction survey, community consultation.

TASKS AND RESPONSIBILITIES:


1. MEAL SYSTEM DEVELOPMENT AND SET UP

  1. Needs assessment:
  2. Support in developing needs assessment tools and protocols including data collection forms and computerized database;
  3. Conduct data collection process: lead- and conduct field visits, train staff in charge of data collection, train on and supervise data entry, monitoring accuracy of computerized data, cross-check information with relevant stakeholders.
  4. Conduct data analysis and contribute to writing needs assessment reports.
  5. Projects Monitoring:
  6. Support in the design of Monitoring and Evaluation plans for each program that capture quantitative and qualitative data to report on all indicators in proposals and reports;
  7. Conduct /supervise regular monitoring visits (directly or by MEAL Assistant(s)), and share findings and analysis with the GCDG Manager and operational teams.
  8. Update, implement and follow-up the M&E plans and collect Sources of Verification on a regular basis;
  9. update M&E sections of Project Management Tools on a monthly basis.
  10. Ensure that MEAL data is collected, used, and stored in adherence with data protection protocols and ethical considerations.
  11. Projects beneficiary selection process:
  12. Under guidance of the GCDG management, support the creation and use of tools for the selection of beneficiaries, including scoring systems.
  13. Upon delegation of the GCDG management and as necessary, participate in selection committees’ meetings with the Operations Department and partners.

2. REPORTING:
  1. produce consolidated analytical summaries using charts, graphs, tables, and narratives to fulfil internal and external reporting requirements concerning the MEAL activities.
  2. Updates in all monthly/quarterly donor reports.
  3. Analysis of selected indicators periodically.
  4. Contribute to the development of Success Stories.
  5. Accurately archive MEAL data/analysis and activity reports in an organized manner within a shared archiving/filing system.
  6. Provide analytical data and statistics.

3. EVALUATION:
  1. Design impact survey plans, tools, and protocols that capture quantitative and qualitative data to report on project implementation and impact.
  2. Conduct/supervise field visits in coordination with the Program Department to collect data among different projects, using tools and protocols designed, to ensure data collection, entry, check, and analysis.
  3. Contribute to preparing and conducting internal evaluations as requested, including developing evaluation tools, collecting data with different stakeholders, and writing evaluation reports.
4. ACCOUNTABILITY:
  1. Support in the proper functioning at the base level of the Feedback and Complaints Response Mechanism & Generate Reports as requested.
  2. Through the monitoring activities, ensure community feedback is addressed in a timely manner based on feedback urgency.
  3. When necessary, conduct focus group discussions and key informants’ interviews to collect in-depth feedback on monitoring trends that need further information/facts findings.
  4. Assist GCDG management in rolling out GCDG's data protection protocol for data collection, sharing, archiving, etc., ensuring that beneficiaries’ data is well protected and shared upon their consent only.
  5. Ensure that Feedback channels are functional and accessible, and gender-age appropriate by the community, and that feedback providers receive timely responses.
  6. Engage the community and relevant stakeholders in information dissemination sessions related to monitoring findings.

5. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING LEARNING AND REFLECTION:
  1. Support in capturing lessons learned and best practices for all projects.
  2. Contribute to capitalization exercises with program and MEAL teams, by presenting the results of assessments, surveys, and evaluations and jointly formulating recommendations.
  3. Facilitate reflection sessions across all programs and promote a culture of self-learning and efficient planning.
  4. Make sure that MEAL findings and analysis are shared and accessible online.
  5. Conduct ad-hoc coaching and on-the-job training to the MEAL staff and program staff (and partners if relevant) aiming at improving the MEAL culture as well as the day-to-day technical skills.
  6. Assist the team in improving MEAL initiatives by identifying good practices, field-tested lessons learned, and creative recommendations; share information and encourage staff to incorporate these in their daily work.

REQUIRED KNOWLEDGE AND SKILLS:

  1. At least BA in business, Engineering, Statistics or another related field.
  2. Proven experience in leading or participating in developing need assessments, baseline studies, and/or evaluations.
  3. At least three years’ experience with Palestinian or international NGOs or related fields.
  4. Proven experience in MEAL (including designing and writing baseline, impact surveys, needs assessments, reports and evaluation, and Accountability to Affected Populations mechanisms and tools).

- Project Cycle Management.

  1. Basic knowledge of main donors’ policies and procedures (UN Agencies, EU…).
  2. Fluency in written and spoken English and Arabic.
  3. Excellent computer competency particularly in Excel and Word.
  4. Strong understanding of the regional and cultural context.
