1- Head of Radio Operator - MSF
MSF Spain is looking for a Head of Radio Operators Gaza to support in supervising radio operators' activities, ensuring and providing their training, according to MSF standards and communication protocols, in order to provide quality radio communications for the operational needs of the mission.
Accountabilities
- As a radio operator, monitoring movements of people, vehicles. (i.e. departure, arrival, number of passengers, route taken, etc.), and ensuring that messages and information are passed to all people concerned, following MSF protocols at all times.
- Memorizing and using all radio codes, call numbers and radio alphabet, and for security reasons, always using appropriate language over the radio.
- Supervising the radio operators' team, organizing personnel shifts to ensure appropriate, ongoing service coverage.
- Training and guiding new and experienced radio operators and ensuring they follow all protocols. Providing training to all new radio operators
- Checking the correct functioning of all equipment and informing line manager of any damage, loss, or theft. Registering the loan of handsets to all staff and following it up on a regular basis.
- Ensuring that only authorized people use the radio, preventing of any damage and theft.
- Supervising or carrying out the cleaning and minor maintenance tasks (charging batteries, etc.) of all equipment and facilities.
- Assisting in installing VHF and HF radios with all the equipment required in buildings and vehicles
- Supervising the team of drivers and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and MSF instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers' work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook;
- Coordinating and supervising the associated resources (drivers) and fleet management to ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control. Organizing training courses for drivers
- Responsible for the follow up of the coordinated movement with Jerusalem.
- Complete the transport security form for movement approval
- Complete CLA Coordinated movement form 48h in advance before the movement
- Ensuring to have all the Green Light from Humanitarian Civil-Military Liaison Officer in Jerusalem before authorize a Coordinated Movement
- Responsible to compile and send the Notified movement
Requirements
- Literacy essential, secondary education desirable
- Essential previous experience in MSF
- Local and mission language essential
- Essential basic knowledge of mathematics, energy and electricity

2- Watsan Technician - MSF
MSF Spain is looking for a Watsan Technician Gaza to support the Watsan Supervisor in the implementation, monitoring, maintaining, and trouble-shooting of Water Hygiene Sanitation activities and infrastructure in the project according to MSF protocols, standards and procedures in order to improve health and living conditions of the target population
Accountabilities
- Carrying out tasks directly related to the Watsan activities such as construction and maintenance of infrastructures in the project according to MSF protocols and standards concerning the operation of water supply, waste management and excreta disposal, hygiene and infection control.
- Ensuring the cleaning and maintenance of the Watsan structures and of the medical facilities.
- Identifying, training and supervising daily labourers or hygiene agents for Watsan activities.
- Informing the Watsan Supervisor of any difficulties, anomalies and problems that may affect the normal functioning of activities and tasks in his/her area of responsibility;
- Assisting the Watsan Supervisor in Watsan data collection and reporting, as well as maintaining updated files and records of assigned project activities
- Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
- Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities outside health structures, in particular.
- Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).
- Report to the supervisor any need for renewal and the weekly / monthly consumption and support their Watsan supervisor in organizing the Watsan stock.
- Monitor water, sanitation, hygiene, waste management and vector control indicators in health facilities and outreach, ensuring that all WatSan installations are working perfectly in MSF's health facilities.
- Assess, agree, and implement solutions with Watsan Manager and Supervisor to ensure MSF minimum standards and improvements in WASH standards in health facilities and outreach.
- Monitor and ensure that all cleaning, disinfection and others IPC protocols are being carried out daily by the hygienists in MSF's health facilities. Monitoring the hygienists' daily activities.
- Work with WatSan Supervisor to find sites for latrine construction in IDP camps, and then supervise and monitor the construction.
- Work on community engagement in places where latrines are built, ensuring that they are maintained and function properly.
- Monitoring the water desalination plant. Ensure that the system works perfectly, avoiding technical problems or defects. Comply with the schedule of activities and ensure preventive maintenance.
- Support in identifying WASH needs in the communities, propose solutions and implement them with the support of the Watsan supervisor.
Requirements
- Technical certification or proven background, desirable specialization in water and sanitation
- Previous experience in technical works
- Previous experience in activities related to water, sanitation, hygiene, and solid waste.
- Knowledge and experience of water supply, storage, and sanitation construction techniques.
- Experience in monitoring water treatment and potability parameters, especially desalination treatment systems.
- Experience and/or previous knowledge in monitoring construction of family and community latrines/toilets.
- Experience and/or previous knowledge in Infection Prevention and Control - IPC activities (training, implement and monitoring) in health facilities.
- Experience and capacity to working with vulnerable groups in areas of conflict, natural disasters, IDP camps, different cultures, etc.
